We always recommend a new Server Build over in place Upgrades. 

The biggest benefit is no downtime during the new build - also provides testing time for new Server/Environment and then minimal downtime during cutover. 

Other benefits include clean packages, no legacy objects, only what we need. (With an in-place upgrade, Windows tries to bring everything from the old version to the new version, which results in the accumulation of many old and unused files, registry entries of certain uninstalled programs, and all other types of unwanted objects.
